The choice is whether whatever higher rates and taxes we pay will cover a consistently reliable supply or an increasingly sporadic and unpredictable supply. The rates charged to water agencies and cities will rise by 8.5% in 2025 and another 8.5% in 2026. Ratepayers in cities such as Los Angeles that have their own water supplies may not notice, because they will need relatively little Met water after the wet winter. Compton and other cities that buy no Met water won’t be affected by the rate increase.

You can read more about the board’s mission and its members at About The Times Editorial Board. Should water users be happy about these increases? The answer is a counterintuitive “yes.” Costs would be higher and water scarcer in the future without modest hikes now. An unusually wet winter and federal largesse helped create a short-term Colorado River accord and gave California time to prepare for the hammer drop in 2026.
Law that ended single-family zoning is struck down for five Southern California cities
Beverly Hills and other cities that get almost all their water from Met will be affected right away. Even with periodic wet winters, the customer base has stabilized, while the supply has become less predictable. Climate change and severe multiyear droughts make matters worse. We need to build new facilities to capture stormwater and recycle wastewater. Simultaneously, the old pumps, pipes, transformers and other equipment are aging and need to be replaced.
Granderson: Here’s one way to bring college costs back in line with reality
That’s the dynamic in play with Southern California’s massive wholesaler, the Metropolitan Water District, despite full reservoirs after two of history’s wettest winters. The Met, as it is known, acquires and stores water to sell to 12 districts and 14 cities that serve about 19 million people in Southern California. To save water, you rip out your lawn, shorten your shower time, collect rainwater for the flowers and stop washing the car. The Los Angeles Times’ editorial board determines the positions of The Times as an institution.
California’s rising power rates are an obstacle to climate action. Regulators need to modernize the way utilities bill their customers to encourage electrification. And for all that trouble, your water supplier raises your rates. Because everyone is using so much less that the agency is losing money.
This is a fairer structure because it shares the burden between renters and property owners. The Metropolitan Water District, which delivers imported water to Southern California, is raising rates and property taxes to cover rising costs. Southern California’s water rates and taxes are byproducts of the 20th century, an era with vastly different climate and economic conditions from today. When the Met was created in the 1920s to bring Colorado River water to Los Angeles, Orange and four other counties, California was abnormally wet, although no one knew it at the time. They still didn’t know it decades later, when the State Water Project was built to ship Northern California water south. If these costs are not covered, Met will have to import more water from elsewhere, at even higher costs, or tap ever-scarcer (and therefore more expensive) water from existing sources.
California eases new water saving regulations for local agencies after pushback
These capital projects represent fixed costs that don’t diminish as water use and revenue decline. Over the decades, Southern California’s residents may have come to think of cheap water as a birthright. But it will take additional investments to keep the water flowing. Even with higher costs passed down to consumers, water in this increasingly arid region remains a bargain. Under a budget adopted April 6 by the Met’s board, both taxes and rates will go up next year.
The remaining decision was how to divide up the increase between rates and property taxes. Met board members from the city of Los Angeles opposed the formula on the grounds that higher property taxes will increase housing costs. But housing simply won’t be sustainable for renters if water costs are piled onto rates.
One of the most influential speakers in history was Democrat Sam Rayburn.[48] Rayburn had the most cumulative time as speaker in history, holding office from 1940 to 1947, 1949 to 1953, and 1955 to 1961. He helped shape many bills, working quietly in the background with House committees. He also helped ensure the passage of several domestic measures and foreign assistance programs advocated by Presidents Franklin D. Roosevelt and Harry Truman. The 1824–25 United States House of Representatives elections were held on various dates in various states between July 7, 1824, and August 30, 1825.

The office was established in 1789 by Article I, Section II, of the U.S. By custom and House rules, the speaker is the political and parliamentary leader of the House and is simultaneously its presiding officer, de facto leader of the body's majority party, and the institution's administrative head. Speakers also perform various other administrative and procedural functions. Given these several roles and responsibilities, the speaker usually does not personally preside over debates—that duty is instead delegated to members of the House from the majority party—nor regularly participate in floor debates. There have been 54 speakers of the United States House of Representatives since the formation of the office in 1789 until present, from Frederick Muhlenberg to Paul Ryan, the incumbent. As the presiding officer over the United States House of Representatives, the speaker is second in line for the presidency, after the Vice President.

In 1997, several Republican congressional leaders tried to force Speaker Newt Gingrich to resign. However, Gingrich refused since that would have required a new election for speaker, which could have led to Democrats along with dissenting Republicans voting for Democrat Dick Gephardt (then minority leader) as speaker. After the 1998 midterm elections where the Republicans lost seats, Gingrich did not stand for re-election. The next two figures in the House Republican leadership hierarchy, Majority Leader Richard Armey and Majority Whip Tom DeLay chose not to run for the office. The chairman of the House Appropriations Committee, Bob Livingston, declared his bid for the speakership, which was unopposed, making him speaker-designate. It was then revealed, by Livingston himself, who had been publicly critical of President Bill Clinton's alleged perjury during his sexual harassment trial, that he had engaged in an extramarital affair.

Keri Russell, 48, recently handed fans of The Americans a new favorite show with Netflix's The Diplomat, in which she stars as a rugged foreign service officer thrown into the more polished role of U.S. ambassador to the U.K. Newly minted Oscar winner Da'Vine Joy Randolph will join in the weekend festivities as another of ABC News' A-list guests. Fresh off a successful award season for her supporting role in The Holdovers, Randolph, 37, is one of the most exciting names in Hollywood right now.
In 2022, Takeoff was shot and killed while attending a private party in Houston with Quavo. While the prestigious dinner (and the glamorous parties sandwiching it) is intended to bring journalists together, they have also become a hotbed for celebrity sightings, as media outlets bring along A-list talent in an unspoken competition of who knows who. Representative Nancy Pelosi (CA-12) was re-elected Speaker and will preside over the chamber for the next two years. Representative Steny Hoyer (MD-5) was elected Majority Leader, and Representative Kevin McCarthy (CA-22) was elected Minority Leader.
Unlike some Westminster system parliaments, in which the office of Speaker is considered non-partisan, in the United States, the Speaker of the House is a leadership position and the office-holder actively works to set the majority party's legislative agenda. The Speaker usually does not personally preside over debates, instead delegating the duty to members of the House from the majority party. The Speaker usually does not participate in debate and rarely votes.
The power of the speaker was greatly augmented during the tenure of the Republican Thomas Brackett Reed (1889–1891, 1895–1899). Reed, however, declared that members who were in the chamber but refused to vote would still count for the purposes of determining a quorum. Through these and other rulings, Reed ensured that the Democrats could not block the Republican agenda. The 1826–27 United States House of Representatives elections were held on various dates in various states between July 3, 1826, and August 30, 1827. Each state set its own date for its elections to the House of Representatives before the first session of the 20th United States Congress convened on December 3, 1827. The following individuals received at least one vote in the election for speaker or expressed interest in serving in the role.

Jim Jordan falls short a second time; House speaker vote still looms.
Speaker Gingrich would regularly clash with Democratic President Bill Clinton, leading to the United States federal government shutdown of 1995 and 1996, in which Clinton was largely seen to have prevailed. Gingrich's hold on the leadership was weakened significantly by that and several other controversies, and he faced a caucus revolt in 1997. After the Republicans lost House seats in 1998 (although retaining a majority) he did not stand for a third term as speaker. His successor, Dennis Hastert, had been chosen as a compromise candidate since the other Republicans in the leadership were more controversial.

This was 121st speaker election since the office was created in 1789. Since House Republicans had gained the previously-Democrat-held majority in the 2010 elections, Republican House Leader John Boehner unseated Democratic House Leader Nancy Pelosi as speaker. First, they are the most visible and authoritative spokesperson for the majority party in the House. Speakers articulate an agenda and explain legislative action to other Washington officials as well as the public. They oversee House committee assignments and collaborate with the powerful House Rules Committee to structure floor debate. John Boehner was elected speaker when the 112th Congress convened on January 5, 2011, and was subsequently re-elected twice, at the start of the 113th and 114th Congresses. The speakership reached its apogee during the term of Republican Joseph Gurney Cannon (1903–1911). Cannon exercised extraordinary control over the legislative process.

The United States House of Representatives is the lower chamber of the United States Congress, with the Senate being the upper chamber. Together, they comprise the national bicameral legislature of the United States. The House is charged with the passage of federal legislation, known as bills; those that are also passed by the Senate are sent to the president for signature or veto. The House's exclusive powers include initiating all revenue bills, impeaching federal officers, and electing the president if no candidate receives a majority of votes in the Electoral College. From 1977 to 1995, three successive Democratic speakers – Thomas “Tip” O’Neill, Jim Wright and Tom Foley – reinvigorated the speakership.

6 things to know about the men (yes, they're all men) who want to be speaker.
At the beginning of a new Congress every two years, the House elects a speaker, either the incumbent, or a new one, depending on party composition and membership of incumbents. The most recent election to occur mid-way through a Congress occurred on October 29, 2015, when it elected Congressman Paul Ryan of Wisconsin. While every speaker has been a sitting member of Congress, the Constitution makes no requirements of House membership to hold the office. On the floor of the House, the presiding officer is always addressed as "Mister Speaker" or "Madam Speaker", even if that person is serving as speaker pro tempore.

A party caucus or conference is the name given to a meeting of or organization of all party members in the House. During these meetings, party members discuss matters of concern. Elected by a simple majority of the members of the House, the Speaker is traditionally their party's leader in the chamber, and unlike the other House leadership, the speaker is a constitutional officer as established by Article One of the United States Constitution.
Often called the second most powerful job in Washington, the speaker of the House has a vast array of responsibilities and daily duties. As Representative Paul D. Ryan prepares to take the helm, here is a look back at how some speakers fulfilled their charge as dictated by House rules, years of tradition and changing political realities. After winning their elections and weeks of preparation, Members-elect were sworn in as Members of the U.S. House of Representatives after the 117th Congress was gaveled into session at noon on Sunday, January 3, 2021. The Speaker of the House of Representatives is the presiding officer elected by the members of the U.S.
During the mid-1970s, the power of the speakership once again grew under Democrat Carl Albert. The Committee on Rules ceased to be a semi-independent panel, as it had been since 1910. Moreover, in 1975, the speaker was granted the authority to appoint a majority of the members of the Rules Committee. Meanwhile, the power of committee chairmen was curtailed, further increasing the relative influence of the speaker.

The speaker is selected by the full House membership, though the majority party’s voting power ensures that the role is occupied by one of their own. The speaker is responsible for ensuring that the House passes legislation supported by the majority party. In pursuing this goal, the speaker may use their influence over the Rules committee, which is in charge of the business of the House. Historically, there have been several controversial elections to the speakership, such as the contest of 1839. In that case, even though the 26th United States Congress convened on December 2, the House could not begin the speakership election until December 14 because of an election dispute in New Jersey known as the "Broad Seal War".

Joan (Kingston Foster), Phyllis (Ruby Rose Turner), Lewis (Finn Carr), and Jerry (Noah Salsbury Lipson) were clearly all named after Joey's favorite comedians. Although their names are all incredibly charming, the kids themselves are less so. In fact, the "Gladstone Four" are absolute monsters. They are disrespectful to their parents and to everyone in the Tanner house, yet their mom and dad seem to have no interest in disciplining them whatsoever. Fortunately, the Gladstone kids only terrorized our TV screens for two episodes. Though Joey remained a bachelor throughout the "Full House" series, we discover in the reboot "Fuller House" that his character finally managed to settle down and start a family.

Michelle Elizabeth Tanner is a fictional character on the long-running ABC sitcom Full House, who was portrayed by Mary-Kate and Ashley Olsen. She first appeared in the show's 1987 pilot, "Our Very First Show", and continued to appear up to the two-part series finale, "Michelle Rides Again", in 1995. The character of Michelle was the Olsen twins' first acting role; the two were nine months old when they started working on the series. Shortly after Full House ended, the sisters appeared in many films and TV shows up until their teenage years. Michelle Tanner does not appear in the 2016 Netflix sequel, Fuller House, as both Olsen twins declined to reprise the role. Before she was Becky Katsopolis, Rebecca Donaldson (Lori Loughlin) was just a simple country girl living in Valentine, Nebraska.
The house on Broderick Street was out of the media limelight from 1995, when Full House ended, until 2016, when Fuller House started airing. It was always a popular tourist attraction, but once the Netflix reboot hit the screens, even more fans started flocking to see the house – to the despair of the neighbors. In the season four episode "Fuller House", it becomes Jesse's studio.

People commonly assume that men cannot be forced into sex against their will. But experts say men may be physically capable of sex even while under extreme duress. When a parent of one of the victims confronted Thrailkill, she said she molested because she was “afraid” of Ball, who was then 34. Seven years her senior, Ball was a brutal boyfriend, Thrailkill told others. She said he violently sodomized her, threw her from a car once and beat her to unconsciousness twice. “She finally molested a 4-year-old, and that kid was verbal enough to tell someone,” Wolfe said.
Brunch is also a treat and has been known to draw in the crowds for the Eggs Benton (Dissen’s take on eggs benedict but with Benton’s Country Ham) and bacon fat beignets alone. With its menu of burgers, fries, and onion rings, Ace No. 3 is a departure for Andrew Chapman and Paul Manley, who are known for Charlotte seafood staples The Waterman and Sea Level. Just a few years old, the restaurant has quickly established itself as one of the best burger joints in the Queen City. There are currently three locations in Belmont Village, Myers Park, and Concord Village. The burgers are juicy and gooey with cheese and the shakes can be made with booze if you want, and are a throwback to bygone days of soda shops. The Ace is the burger to order—with two patties, American cheese, steamed onions, house-made pickles, comeback sauce—but you can also build your own.
The Charlotte, NC metro area has a long and engaging history. It was named after Queen Charlotte of Mecklenburg-Strelitz and has roots that stretch back to the 18th century. This area played a significant role during the American Revolution and later became a hub for gold mining in the 19th century. Today, Charlotte is a bustling metropolitan area known for its blend of modern development and historical landmarks.
A 1981 national study of both reported and unreported child abuse indicated that as many as 24% of boys and 14% of girls who are molested are victimized by women. But during the past two decades, as parents and others have encouraged children to disclose improper sexual behavior, kids have been confiding about abuse by women as well as men. Charlotte’s first food hall, located in the Optimist Park neighborhood just outside of bustling NoDa, offers everything from coffee to cocktails and sweet treats to spicy dumplings. Located in the Backlot of Park Road Shopping Center, Flour Shop is an intimate restaurant where the kitchen is located in the middle of the dining room—allowing guests to be immersed in the preparation of their meals. It is known for its fresh, handmade pasta, and locally sourced meats.
When she finally felt sufficiently hurt by the abuse, she lashed out at others. Thrailkill told psychologists that she had sex with 20 to 50 different men in the year after her divorce. She eventually met Daryl Ball and allowed him and his young sons to move into her apartment in Santa Rosa.

In fact, writes Thrailkill, he honed his medical skills during the Civil War, treating soldiers who became “hysterical” or developed symptoms like phantom limbs after amputations, surgeries, and traumatic battles. Some case studies describe rapes of men committed by two or more women.
